Russell K. Fischer, P.E., CFM

President / Sr. Project Engineer

Russ Fischer worked as a Project Engineer with tep from 1998 to 2011, returned in 2017 as Sr. Project Engineer and is part of the ownership group that purchased the firm in 2018. He has a wide range of experience in transportation, site development, residential and commercial projects, and project management. The transportation projects have been for private developments, local municipalities, a number of Oklahoma counties, and ODOT. Other specialized projects have included sports facilities, medical facilities, apartment complexes, manufacturing sites, and urban redevelopment. Russ received a B.S. from the University of Wisconsin and has a M.S. in Civil Engineering from Oklahoma State University.

Jack Taber

Chief Executive Officer

Jack Taber is the CEO of tep. Starting as a draftsman in 1988, Jack has dealt with every aspect of civil engineering, land surveying, land planning, and project management. He is part of the ownership group that purchased tep in 2018. He has worked toward tep’s reputation for excellence in the public and private sectors of the development community. Jack’s responsibilities at tep cover every facet from corporate operations, project and personnel management, new business development, and key client relationships. He specializes in personal relationships with clients focusing on listening to their needs, understanding their goals, and explaining complicated issues in readily understandable ways. Jack’s personal motto – “I am enrolled in your success!”

Kirk Richardson

Chief Operating Officer

Kirk Richardson is the COO of tep. He worked with tep from 1995 to 2011, returned in 2017 and is part of the ownership group that purchased the firm in 2018. Kirk has a wide range of civil engineering experience. His work includes a number of municipal street/roadway projects, residential and commercial subdivisions, county roads and bridges, and a wide variety of site development projects. Kirk focuses on thoroughness and detailed design for each project, with emphasis on quality and client satisfaction. He is proficient with a number of civil software & CADD programs. His thorough knowledge of all elements of site, civil, and roadway/municipal street design is an asset to every project. Kirk received his Associates Degree in Drafting & Design from Platt College.

Tim Terral

Director of Land Planning

Tim Terral has been with tep since 2001 development and in the field of Land Planning since 1981. Tim has been involved in all aspects of land planning over the years, including the designing of large-scale master planned communities, site design, land use regulations and zoning. He has been involved with a number of residential, commercial, office and industrial developments, park master planning and the presentations of these projects to various Planning Commissions, City Councils and County Commissions. Tim received his B.S. in Architectural Studies from Oklahoma State University and studied at the University of Oklahoma working towards a Master of Architecture in Urban Design.

Brent Cox

Manager of Engineering

Brent Cox is the Manager of Engineering at tep, using his management skills at project resource allocation and scheduling to keep the projects moving through planning, survey, design, project approval, bidding and on toward construction. He has worked at tep since 2004. In addition to managing the Engineering Group, his responsibilities include project management, client construction administration assistance, business development and client relations. Brent graduated from John Brown University in Siloam Springs, Arkansas with a B.S. in Construction Management.

Bobby Long, P.L.S.

Director of Land Surveying

Bobby Long worked with tep from 2000 to 2005 in field services and then returned in 2016 to be the Director of the Land Surveying. His responsibilities include analyzing and determining property boundaries, writing legal descriptions for boundaries and easements, assessing the effects of land records on property, examining and certifying plats and other survey documents. Other responsibilities include the scheduling of field survey crews, processing and preparing field data for use by civil engineering design staff, and evaluating and preparing construction layout staking from project design documents. Bobby has a B.S. from Oklahoma State University.

 

 
 

Jake Ayala

Project Manager

Jake joined the tep team in the summer of 2022 as a Project Manager. Coming to us from Wichita, KS, he has over 6 years of experience in the Civil Construction industry from small pad site developments to large multiphase subdivisions and City improvement projects. He works directly with our clients and contractors to ensure project budgets, designs, and schedules are met. He utilizes his industry experience to coordinate and streamline projects from inception to completion. He is also proficient with Surface Modeling and GPS/GNSS grade control systems and equipment. He hopes he can inspire his and the younger generations to get involved in the Civil Engineering world as well as the construction industry as a whole throughout his Career.
