Russell K. Fischer has worked with tep collectively for 15 years and has over 35 years of civil engineering design and project management experience in transportation, site development, residential/commercial projects and project management. He received his M.S., Civil Engineering from Oklahoma State University in 1997 and his B.S., Construction Administration from University of Wisconsin in 1983.

Jack Taber is CEO of tep. Starting as a draftsman in 1988, Jack has 30 years of experience dealing with every aspect of civil engineering, land surveying, land planning, and construction management. In that time, Mr. Taber has worked toward tep’s long lasting reputation for excellence in the public and private sectors of the development community. Mr. Taber’s responsibilities at tep cover every facet from corporate operations, project and personnel management, new business development, key client relationships, human resources, IT, purchase and acquisitions, and project billing. Mr. Taber specializes in personal relationships with clients focusing on listening to their needs, understanding their goals, and explaining complicated issues in ways anyone can understand. Jack’s personal motto - “I am enrolled in your success!”
Chief Operating Officer
Kirk Richardson is COO of tep and brings 23 years of civil engineering experience. His work includes a number of municipal street/roadway projects, residential and commercial subdivisions, county roads and bridges, and a wide variety of site design projects. Mr. Richardson focuses on thoroughness and detailed design for each project, with emphasis on quality and client satisfaction. He is proficient with a number of civil software & CADD programs. His thorough knowledge of all elements of site, civil and roadway/municipal street design is an asset to every project. He received his Associates Degree in Drafting & Design from Platt College in 1991.
